When your paper is under peer review, the journal will have set out a framework to help the reviewers assess your work. If this happens hopefully they’ll have let you know quickly so that you can move on and make a start targeting a different journal instead. They may decide for a number of reasons that the article isn’t suitable for the journal and may reject the submission before even sending it out to reviewers.
